Using the Integrated Ecosystem Management Principles, Implementing Practice to Combat Desertification
Chinas desertification area is 2.64 million km2, accounting for 27.4% of the national total area, which is located in 18 provinces and autonomous regions, and has affected more than 400 million local people livelihood. Desertification impacts Chinas economic and social development heavily, threatens to the survival of the human environment, restricts the development of the regional economy, widens the gap between regions, and act as one of the major reasons to global warming. The Chinese government has paid great attention to desertification control. In recent years, a lot of integrated measures as well as international cooperation have been actively carried out to combat desertification in laws and regulations, engineering and scientific research. Five major principles were followed in undertaking desertification prevention and control work: (1) balance ecological and economical benefits; (2) take measures in key areas and undertake prevention in general area; (3) the government plays the leading role, and private corporate and the community are encouraged to involve and take up responsibilities; (4) comply to law, and insist on self-reliance; and (5) strengthen international cooperation. The effective results have been shown in prevention and control of desertification, that the desertification area has been in a reduction rate in 1283 km2/a, which changed from growth rate of 3436 km2/a. The local ecological situation has been improved and regional economic income has been increased, both of which have contributed to global Climate change mitigation and adaptation. Desertification is one of the world-wide problems and a complicated engineering project to overcome. Taking its national situation into consideration, the Chinese government follows the scientific development concept and uses integrated ecosystem management approach in vegetation rehabilitation and reconstruction. It is expected that desertification should be under control by the middle of 21st century, and sustainable development of population, resources, and environment will be realized in desertification areas.
