Application and Promotion of Integrated Ecosystem Management in China1
This paper provides detailed explanation of fundamental meaning and content of IEM, introduction and conclusion of basic situation of IEM application in the field of policies and laws in foreign countries, summary and generalization of the IEM practice regarding legislation and policy-making in China. Also, four proposals are put forth as to adoption and Popularization of IEM in the field of policies and laws. (1) The prospective basic law on Environment and Resources, such as the Basic Law on Environment and Resources of the Peoples Republic of China, should define the ecological methods including IEM. (2) The revision of the Forest Law of the Peoples Republic of China should define the ecological methods including IEM, and also turn the IEM guidance rules, fundamental principles and measures to or let it be operable forest rules and legal systems. (3) The establishment of relevant standard documentation and other policy oriented documents as regards resources and environment, such as laws, administrative rules, local rules, departmental regulations, regulations of local government in the fields of forest, grassland, soil, land water, ocean, wildlife and biological diversity, the ecological methods including IEM method should be applied and popularized to the maximum, as well as implementation in light of the real situation in China. (4) Its recommended to establish specific IEM law criteria. Still, prior establishment of governmental rules such as Measures for Forest IEM, Measures for Wetland IEM are proposed.
