The Design and Ezperiment for Mining Unsafe-Behavior Prevention

China mining accidents cause about 5000 deaths and direct economical loss 2.8 billion Yuan every year, as statistic shows that most of which are related to employees unsafe behaviors, so the scientific methods researched to change employees unsafe behaviors are significant to prevent and control such accidents. This paper has designed a set of measures, which includes 13 main steps from pre-evaluation to effect auditing, the process is of operable, and the measure is obtained mainly by the design of behaviorbased safety (BBS) approach and (safety climate survey design) SCS. Through 7 months practical experiment, the authors have observed 8642 behaviors, reminded and rectified 3136 unsafe-behaviors. Safety behavior index (SI) improves 25% than baseline phase; non-compliance to legislation or safety rules decreased 87%, the ratio of accident fund deduction deceased 79% compared with before experiment Safety consciousness of employee involvement is enhanced also, and 92% employees consider the measure is useful for coalmine accident preventions. The experiment results show that BBS is effective and benefit to mining accident privation. This measure should be confirmed more in larger areas.
