Calculation Model for Chinese Colliery Safety Accident Losses
The present paper carefully analyzed the general economic losses caused by Chinese colliery safety accidents, and according to their properties and features divided the economic losses into three categories; direct valuable factor losses, indirect valuable factor losses and non-valuable factor losses. This paper also introduced an injury grade scale factor method for estimating the casualty losses in colliery accidents, which were proved to be helpful for defining the compensation payment for the dead and wounded mineworkers. A new economic loss calculation model for colliery accident was built, together with a calculation formula for the relative general costs. This model was being used for calculating and analyzing the economic losses of the Sunjiawan Colliery Accident happened in Liaoning Province, China, and also graded its economic losses. The result shows the loss size and composition calculated by this model are in close conformity with the fact, which means this model can be used to calculate the colliery accident losses, also helpful for the coal industry to make security investment and security risk evaluation, meanwhile this model provides a decision making reference for coalmine safety production comprehensive management and the coalmine safety monitoring work.
