Study on Coal Resource Value Evaluation Model of a Active Mine Based on Safety

With high-risk in the production, safety is the foothold of coal mining. Safety influences not only the economic benefit of the coal mines directly but also the coal resources value. An evaluation model restricted by safety factor was put forward to evaluate the resource value of an active coal mine. The analyzed results indicate that the enterprise benefit and the coal resource value are optimal when the producing capacity reaches maximal output that the production system can guarantee and when the safety level reaches what the government stipulates, namely, when the marginal net income equals the increment of safety investment per ton. The safety influence coefficient can be used to express the effect of mine safety on the coal resource value. One valuating example using the model is carried out in a state-owned coal mine.
