GIS-Based OWA Method and its Application to Site Safety Evaluation
In City, site safety is affected by some geological disaster factors, such as goaf collapse, karst collapse, earthquake risk, site types, and so on. Site safety evaluation is one of the main problems in city land use planning for disaster prevention, and the development of GIS-based multi-criteria evaluation (MCE) method is the key of site safety evaluation. The differences in decision strategy between OWA and other GIS-based MCE methods, such as Boolean overlay and weighted linear combination (WLC) , are discussed through analyzing OWA evaluation procedure. Calculation method of order weights based on rank-order approximation, and construction method of comparison matrix for criterion weights based on analytical hierarchy program (AHP), are introduced. According to the data of geological disaster in Tangshan City, safety e-valuation criteria for all disaster factors based on distance are constructed, attribute values of disaster factors are fuzzy quantifiers, and site safety in Tangshan City is evaluated with GIS-based OWA method. Finally, safety situations of residential areas are investigated by contrasting the distribution of floor area ratio with the calculating results, and some advice is proposed.
