SERVICE CONTRACT APPROACH FOR MANAGING INFRASTRUCTURE ASSETS
During the last few years Finnish Road Administration (FINNRA) has been piloting so-called service contract approach in the management of its infrastructure assets. In the strategy of FINNRA it is stated that the service contracts will be widely used in the management of infrastructure assets by year 2015. The third long service contract in connection to maintenance and upkeep of bridges was signed in the beginning of 2009. According to that 8-year-long contract (called KaS-Siltopa) the service provider will independently take care of all the routine maintenance and upkeep actions of ca 350 bridges in South-Eastern Finland. This paper addresses the service contract approach in Finnish infrastructure management in general, but the main focus is directed to the bridges. With closer look of KaS-Siltopa, challenges of the service contract approach are highlighted and discussed. First follow-up feedback and results from ongoing service contracts indicate that the service contract approach can bring benefits but one must have patience. Construction industry and especially infrasector is very slow in adopting new ideas and processes, and the new approach is much bigger change to the current practice than what it looks on a paper.
