Application Study of Complez Value Engineering in Investment Decision for the Engineering Project

In the all 1980s and the early of the nineties, the application of Value Engineering was made popular and came to the upsurge. But in recent years, there has showed a continuous downward trend on the activities of Value Engineering. In the paper, in view of the existing situation of application and study about Value Engineering, firstly, the deficiencies and defects in the theories and methods of Value Engineering are analyzed. Secondly, the characteristics of system and complexity about Value Engineering are discussed based on the system science and the complexity science. This further expanded and extended the connotation of Value Engineering, and then the analysis ideas of Complex Value Engineering were proposed. Finally, it was applied to the project investment decision-making example.
