Based on the Value Engineering Theory

As the core of Value Engineering, the function analysis has great significance on the ecological highway construction in China. Ecological highway is to reflect the concept of integration with the natural environment in the highway design, construction and operation, with the goal of harmonious development of ecological efficiency, economic and social benefit Comparing the functions of the ecological highway with those of the traditional one through utilizing the function analysis, the ecological highways has been found not only improve the essential functions and supplement the insufficient functions but also eliminate the nonessential functions. Moreover, through the quantitative perspective, the paper demonstrated the project cost which could be saved under the same function and also the notable ecological function achieved by ecological highway. The authors hope that, with the introduction of function quantitative approach of VE, the construction of ecological highway could be optimized, which would promote the sound development of economic, social and ecological benefits.
