The Measurement on Constructing a Resource-Saving and Environment-Friendly Society

Building a resource-saving and environment-friendly society is a system engineering, and it needs the help of social consensus, public opinion guidance, government driving and regulations standardization. The correct guidance and the powerful impetus of consumption policy, fiscal policy, and industrial policy should be made. As a long-term, a wide range of national and even major global system engineering, establishing an effective market mechanism is important. Although the traditional financial market can play an important role, it bases on a understanding and voluntary basis or on organizational constraints, not on the market rules. Derivatives market may be able to play a great role. The idea that Canada government has established the carbon market has given us a good lesson, on which this paper based will give a preliminary study on building a more purely market-based mechanism.
