Comprehensive Evaluation of Regional Service Industry Innovation Ability Based on the Improved TOPSIS Method

By considering the specialities of innovation in service industry, the paper puts forward a theory that the innovation ability in the service industry should be reflected by the aspects of the ability of innovation management and the supporting ability of innovation elements. The ability of innovation management includes ability to create innovation environment, innovation process management ability and ability to realize innovation. The supporting ability of innovation elements includes supporting ability of core elements and supporting ability of basic elements. Based on the theoretical analysis, this paper develops a regional innovation ability evaluation index system of service industry, and uses the evaluation index system to evaluate the regional ability of service industry of Beijing, Shanghai and chongqing by the improved TOPSIS.
