A study on public section procurement performance control model Based on value flow

To improve procurement performance, a set of public procurement comprehensive evaluation targets system based on value flow is constructed according to the non-serial multi-hierarchy objective principle. According to the model of reference adaptive control and the fuzzy control theory, the improved MRFAC model (MRFAC, Modeling Reference Fuzzy Adaptive Control)apt for P3C(P3C, the public section procurement performance control) is proposed, an error-ratio standard control operator fuzzy collection is established, and the controlled system is classified, which provides the technical support for efficient feedback on public procurement performance control system. During the simulation, after adopting the successful experience in management economics by EXCEL, EXCEL technology is introduced into the performance control field earlier. The desirable result of the simulation shows the advantage of using the P3C model in the society and economic fields as a decision tool, and enhances the reliability and veracity of this simulation.
