Sustainable Development And Water Resources:From Concept To Implementation
INTRODUCTION For decades, it has been noted that a different type of economic growth is needed which is more efficient in terms of use of non-renewable resources and less harmful to the physical environment. It has been argued also that such a new type of development process is necessary because of the limited availability of natural resources, as well as limited absorptive capacities of the ecosystem to assimilate waste products. In the field of development paradigms, we have long recognized that there are clear gaps between their current understanding and the one that is necessary to address evolving economic, social and environmental planning and management issues as well as their institutional, legal, regulatory and participatory considerations. Sustainable development, integrated water resources management and now, governance, or good governance, are paradigms which have permeated the development discourse without necessarily having had a visible impact on development practices of natural resources management, including water resources.
