Calculation and Application of the Models in the Strategic Environment Assessment (SEA)

Both the calculation of the ecological carrying capacity and the elasticity ratio of energy are important in the SEA (Strategic Environment Assessment). Ecological carrying capacity indexes of Naiman county of Inner Mongolia were calculated respectively by the ecological footprint model and the comprehensive assessment based on Analytic Hierarchy Process (AHP). The elasticity ratio of energy was calculated as a supplement to describe the rationality of the planning. The results showed that the ecological carrying capacity (ecological footprint) per capita of Naiman before and after the planning were 2.53ha and 2.57 ha; the index of flexibility of Naiman was 52.07, the index of resources-environmental carrying capacity was 58.74, the carrying capacity pressure-system (CCPS) before and after the planning were 0.7869 and 0.9944 respectively. The Naimans elasticity ratio of energy is 0.38 and 0.46 in the short-term (2010), and long-term (2015) planning. The industrial structure of Naiman is in low energy consumption, the technology is on a high level, and structure of goods was reasonable. However, after the implementation of the planning, the CCPS was on a high level , so we should attach great importance to resources utilization and environmental protection during the implementation of the planning.
