Identification and evaluation of utilization benefit of regional flood resources

Benefit evaluation is the decision basis of flood resource utilization. In view of the fact that there is randomicity on the opportunity, quantity and effect for the practical activities of flood resource utilization, the utilization benefit may be different from each other. Accordingly, a new benefit identification method with function-demand coupling is proposed in the paper. Taking the whole water system as the research object, it establishes a functional index system in terms of the function and effect, which mainly include water supply, water purification, hydropower generation; and it also establishes a demand index system with respect to the receptivity and the demand of water supply areas. Then, by coupling function and demand, utilization benefit of flood resources may be identified. Generally, the benefit is classified into economic, eco-environmental and social benefit. Based on the benefit identification by function-demand coupling and the classification of utilization benefit, the paper evaluates the economic and eco-environmental benefits which are quantifiable, and explores social benefit by contrastive analysis of flood utilized and no flood utilized. Accordingly, the paper builds an integrated evaluation model of utilization benefit of flood resources. Baicheng City is taken as an example to study. The city locates in the arid area of west Jilin Province, where annual average precipitation is only 408.8 mm while annual average evaporation is 1832 mm. Though Baicheng city suffers from serious water shortage, there is more than 200×l08 m3 of water flowing cross in Nen River. The volume of utilized flood resources in 2003, 2004 and 2005 was 9.40×108 m3,1.40×108 m3 and 5.46×108 m3 respectively. From the results of benefit identification and evaluation, it is known that there is remarkable economic, eco-environmental and social benefit of flood resources utilization. Consequently, flood resources utilization plays a dominant role in the sustainable development of the city.
