The use of EU Indicators to Evaluate Impacts of Sugar Cane Policies for Bio-fuel Production in the State of Mato Grosso do Sul,Brazil
The implementation of policies designed to promote and protect multifunctional land use requires the development of robust tools for the assessment of different future scenarios impacts on land use sustainability.In order to measure this,a set of impact indicators were selected,as part of the sENSOR project(www.ip-sensor. Org,EU FP-6),from those developed by Eurostat(http://epp.eurostat.ec.europa.eu/). This paper analyses the transferability of SENSOR project selected impact indicators for hand use change in the State of Mato Grosso do Sul in the Brazilian Mid-West region. The Brazilian State of Mato Grosso do Sul has an economy based on agriculture;its main crops are cultivated pasture,soy bean and corn,being sugar cane a growing commodity. This paper aims to evaluate the adequacy of the SENSOR Project selected indicators to assess the impact of policies related to land use changes associated with ethanol production on the State of Mato Grosso do Sul. This paper suggests that part of the EU selected indicators are not fully able to describe the impacts of land use change in Brazil,either due to their inadequacy or to unavailability of data. Alternative indicators have to be selected or developed in order to perform ex-ante impact assessments of the sustainability of sugar cane expansion related policies in the state of Mate Grosso do Sul.
