The Use of Criteria and Indicators in Developing Guidelines for Sustainable Management of Smallhold Tree Plantations
A study on criteria and indicators in developing guidelines for sustainable management of Smallhold tree plantations was conducted in three regions of the Philippines. The study indicates the applicability of six(6)criteria and 43 indicators for assessing sustainability of Smallhold free plantations in the country. The six criteria include the following:Criterion 1-Enabling conditions for sustainable forest management;Criterion 2-Forest resource security;Criterion 3-Forest ecosystem health and condition;Criterion 4-Flow of forest products produced;Criterion 5Soil and water conservation and Criterion 6Economic,social and cultural aspects. The developed criteria and indicators was pmsented to the different stakeholders and guidelines for setting certification system for Smallhold tree plantations were formulated. The stakeholders organized a forest certification working group which laid down concrete plans towards institutionalization of forest certification. The analysis showed also thatthere is a need for the forest certification working group to acquire legitimization in order to be more effective. The formulated criteria and indicators for smallholder tree plantations are designed to provide comprehensive framework which will guide smallholder tree farmers and the Philippine government toward sustainable forest management. The process followed in developing the guidelines for sustainable management of smallhold tree plantations highlights the need for consensus building to participatory, transparent and accountable approaches.
