AN IMPROVED RATE CONTROL ALGORITHM FOR H.264 ENCODER

Rate control is a complicated problem in the H.264 video coding. In this paper, a new rate-distortion model (R-Qstep model) for rate control in the H.264 coding and transmission is proposed. Based on both the characteristic of H.264 coding standard and theoretical analysis, the proposed model is analytically derived from the rate-distortion function. In the model, the mean absolute deviation (MAD) is adopted instead of the standard deviation (σ2), which can greatly reduce the computational complexity. Based on the JVT-G012 scheme, an improved rate control algorithm is proposed by using the R-Qstep model. In the algorithm, the R-Qstep is employed instead of the classical quadratic R-QP model, which is utilized originally in the JVT-G012. Experimental results show that the proposed algorithm achieves higher coding performance in comparison with the JVT-G012 which employed the quadratic R-D model. It matches more accurate with the target bit rates by decreases of the average rate prediction errors. Meanwhile, it improves the average PSNR of coded video.
