The benefits of adopting an AM approach to maintaining road infrastructure was first recognised by the County Surveyor Society (CSS) in UK in 2002. From experience in other sectors and other countries, particularly New Zealand, CSS produced the first national framework guidance in the UK for HAM in 2004.
