A Study of Energy Consumption of Air-Conditioning System for Subsistent Government Offices in the Changsha City of China

A study of energy performance in 58 Government Offices which the building area is above 3000 m2 in Changsha has been carried out. According to the investigation, the annual electricity consumption of air conditioning system is about 1.719 million kWh in 2007, covers about 23 percent of total electricity consumption, and is the major of energy consumption in Government Offices in Changsha. The form of air conditioning system is primary air fan-coil system, wall mounted air conditioners are usually used when the building area is less than 6000 m2. The combination form of cold-heat equipments is as follows (1) Lithium bromide chiller supply heating and cooling (2) Air source heat pump supply heating and cooling (3) Electric refrigeration, boiler (electricity, gas, oil). Through energy audit to 5 typical government buildings in Changsha, energy consumption density of air-conditioning system, the proportion of energy consumption of airconditioning system among building energy and the structure of energy consumption for air-conditioning devices in practical operation are analyzed quantitatively, problems of each part of the present air-conditioning systems in subsistent Government Offices are found out, such as irrational design and poor operation management and so on. And the energy saving potential of air-conditioning system is analyzed too. Some reasonable suggestions for the energy saving reconstruction of government buildings are put forward.
