On Policy of Tradable Permit System for Control of SO2 in China

摘要：

The tradable permit system is one of the market based environmental policy that has been used to control emissions. Though various variants of tradable permits have been used by the Environmental protection agency of the United States to control air pollutants, the most successful one is the cap and trade system for control of SO2 emission. In this article, drawing upon the experiences from the US SO2 allowance trading program, the author gives some suggestions to the design of the tradable permit system that is to be applied in the thermo power plants in China.
