Research on Architecture of Top-level Design for E-government

摘要：

E-government is the trend of global government modernizing and informationizing, and it is necessary to do top-level design for todays e-government development. The top-level design for e-government is a specific implementation of e-governments overall developing planning. It is the extension and refinement of e-governments developing planning, the prerequisite condition and basis of e-governments implementation, and also a bridge between planning and implementation. This paper analyzes the primal problems of Chinas e-government implementation, elaborates on objects and content of top-level design for e-government, and also puts forward an architecture model of the top-level design for egovernment based on service and performance. This Architecture primarily includes models such as public services, business processes, technical architecture, and information system.
