Analysis of S&T Literature Institutes Sharing Strategy Based on Balanced Scorecard Methods
The Balanced ScoreCard is one of the maturely strategic performance management system, it gets wide use at domestic and international enterprises and public organization. The paper introduces the BSC methods into process management of S&T institute resources sharing, have a new Understanding of sharing strategy of S&T literature institute. Firstly it analyzed the characteristics of BSC and S&T literature institute resources sharing, then based on these, it elaborates the step which linking BSC and S&T literatures sharing strategy. Its step is: Identify commonly shared mission of S&T literature institute; Construct the strategic management framework of S&T literature institute; Install the evaluation emphasis and related index; Push the sharing cultural change of S&T literature institute. At last it builds up strategic cause-effect diagram for S&T literature institute based on BSC. It can iconically demonstrate the important relationship between the key indexes which arrive at sharing performance.
