Scenarios-based disaster risk communication to innovate local disaster prevention capability for better risk governance
A participatory way of scenario-based risk communication is developed based on societal platform of integrating disaster risk information scattered in multitude of regulatory or research organizations as well as in variety of regional communities. By making a possible set of disaster risk scenarios in terms of hazards, exposures, vulnerability tailored to their communities, the residents, communities, and other stakeholders can i) identify and improve their awareness of risk profile and management issues of the disaster risks, ii) reorganize self-preventive and/or collaborative activities through a variety of networks among residents, regulatory authorities and stakeholders in ordinary times, and iii) build a multilayered network of disaster prevention systems to make full use of various types of regional resources associated with regional coping capacity in terms of prevention, relief and recovery activities, especially, in emergency or recovery times.
