Community-based Risk Assessment of Flood Disaster: a case study on The Middle and Lower Second Songhua River Basin
The Middle and Lower Second Songhua River Basin was chosen as study area. From the viewpoint of disaster risk: (1) the assessment index system of hazard, exposure, vulnerability, emergency response and recovery capability was formulated by using cause analysis; (2) the model of risk assessment was put forward by using weighted analysis; (3) the information of community and farmland was extracted from RS data and land use map;(4) the bottom-up risk assessment was carried out through spatializing social and economic data. This study can be expected to provide the basis for developing strategies to mitigate Flood Disaster and reducing the losses, and to ensure the sustainable development of society and economy.
