A Discussion on the Basic Definition for Risk of Meteorological Disasters and a Basic Assessment Model
Reviewing the problems in existing risk definitions of meteorological disasters, we suggest a new definition: risk of meteorological disaster is a scene in the future associated with the adverse incident caused by meteorological factors. We also discuss the basic model for assessing risks that consists of three steps: estimating hazards, analyzing vulnerability and inferring loss. By using the model and the information diffusion technique, we regionalize the risks of Drought-Heat-Wind disaster for the wheat planting areas in Hebei Province, China.
