A Risk-based Model for Community Accident Emergency Capacity Evaluation
This paper put forwards an Emergency Capability and Potential Risk Evaluation model which provides a framework for evaluation that how the effectiveness of community emergency management can be measured by examining the Emergency Management Goals. Based on the analytic hierarchy process (AHP), the indicators system of the communitys emergency capability is established. The total weights of every indicator are got. Through the linear adding weight model, the overall figure for emergency capability and its distribution over the management goals be calculated and the key of the improvements are determined.
