Further Insight into the Concept of Biomimetic System of Public Emergency Management
A theoretic reference frame had been introduced by the authors for public emergency management, an immune system, and an appropriate biomimetic system was developed for public emergency management. This paper argues that just like a biotic immune system, the emergency management system should also have essential specific receptors based on which an activation mechanism is built in. To achieve this, the authors develop a classification and gradation system for concerned information and instructions. And then a gear cluster model is suggested to describe how the activation mechanism exerts effects. Another issue this paper is engaged in is a simulation of the evolution of public health incidents. A simulation framework of the evolution of a public health incident is developed with reference to the cellular automata model generally accepted in this paper.
