Vulnerability-Capturing Requirements

This paper presents a vulnerabilitycapturing formulation for measuring vulnerability responses due to geographical differences. Research towards generalizing vulnerability analysis remains less advanced in comparison to hazard analysis primarily because of difficulties involved in expressing and validating the interdependency of vast amounts of vulnerability factors, and also partly due to the enlarged vulnerability scope of including social and economical aspects in conjunction with the physical and environmental vulnerabilities. This paper will address concepts to capture vulnerability by presenting four main arguments: (i) the classification of vulnerability conditions existing at three or more levels through the measuring of the relativity brought forth by changes in any of the other vulnerability levels, and (ii) the employment of a consistent conversion table to interpret vulnerability.
