A Study on the Evolution of SOEs Corporate Governance Model--From Administrative to Economic Governance Perspective
Any institution change is path-dependent, reflecting its historical and cultural backgro-unds, as well as political and economic bases. Chinas state-owned enterprises (SOEs) reform is no exception. Establishing a modern enterprise system is the goal and focus of such a reform. Constructing economic corporate governance mechanisms is the core of such a system. In the context of gradual reform, this paper studies the uniqueness of Chinas SOEs in the evolution from administrative governance model to economic governance model, and takes the pilot work on the board of directors within central SOEs for example. This paper also constructs an evolution model, and concludes Chinas SOEs are in the process of evolution now, while their evolution uniqueness is essential for the success of reform.
