Development and Innovation in Chinas National Defense Science and Technology Organization and IT Governance
To accelerate information development and improve the level of information construction for the enhancement of Chinas national defense is the important objectives of the development and innovation of Chinas national defense science and technology organizations. In the process of investigating how to achieve this, IT governance becomes an increasingly striking problem. Based on the theory of transaction cost economics, contract theory and embedding theory, there is a multi-storey analysis of the concept of IT governance on how to design IT governance mechanisms in this paper, through a tentative analytical framework of IT governance. Moreover, combining the innovative characteristics of the Chinas national defense science and technology organizations, we give a deep discussion on the relationship between IT governance and the informational construction performance evaluation in this paper. After full consideration of the complexity in the evaluation of IT governance on the national defense science and technology organizations, we put forward a feasible method of IT governance evaluation, which could give a new perspective on how to develop information strategies and specific measures to national defense science and technology organizations. Then, ensure the success of Chinas defense information construction.
