Study on Industrial Cluster Governance: An Eztensive Framework
Industrial cluster governance is defined as allotment and integration for relations and resources of collective activities of enterprises in cluster. And the goal of industrial cluster governance is creating and maintaining sustained competitive advantage of cluster, and promoting the growth of cluster. Based on previous studies, this paper defines the concept of industrial cluster governance. Moreover, two governance modes are analyzed and compared——network governance mode and governance of global value chain-respectively in the views of inner and outer of cluster. This research defines the concept of cluster social capital, and presents a multidimensional model arguing that an optimal configuration of closure social capital and bridge social capital maximizes cluster social capital resources and cluster effectiveness.
