Employee Leasing: A New Way for Solving the Shortage of Talent in the Small and Medium-sized Enterprise and College Graduates Employment

By applying the questionnaire survey, this paper makes an investigation of the personnel situation in 133 small and medium-sized enterprises (hereafter called SMEs) in the city of Qingdao, Shanghai, Kunming and Nanjing and carries out an analysis of the serious situation of high-level manpower shortage and brain drain in these enterprises. At the same time, it investigates 279 graduates of 9 colleges and universities in the city of Qingdao, Shanghai, Kunming and Nanjing and analyzes the difficulties of college graduates employment. On the basis of these evidences, this paper proposes that employee leasing is a new way found to solve the problem of both the shortage of talent in SMEs and the difficulties of college graduates employment. Furthermore, based on the in-depth interviews with the business executives of SMEs and college graduates, this paper put forwards that we should pay attention to some issues when applying this new kind of employment method: the guidance and supervision of government, the establishment and improvement of laws and regulations of employee leasing and the enhancement of the degree of recognition of employee leasing.
