Investigation on Safety Features, Accidents and Standards in Tractors and Machinery in India

In recent years, the trends in engineering design have been enormously influenced by various legislative and statutory regulations which have been introduced to improve standards of safety and comfort. As farming sector is an unorganized sector, there is an absence of nationwide repository on farm related accidents and injuries, which could be useful to quantify the safety, health, and economic consequences. In India, Nature and numbers of tractor accident is similar to those of other countries, but enforcement of standard and safety regulation are missing. Increasing the power output of the machine can be done by making the machine larger, running it faster or its increasing the specific load. Generally, the parameter chosen for increasing the power output of machine has been the speed, which also, unfortunately, increases the risk. A sample survey conducted by All India Coordinated Research Project on Ergonomics and Safety (AICRP on ESA) in different states of India, revealed more than 150 tractor accident per year with fatality rate of 33%. A questionnaire was also designed and communicated to leading tractor manufactures for their views regarding different safety features including Rollover Protective Structure (ROPS). The response from the industries has been very much upsetting. Although, the tractor market is more than 3.0 million, popular tractors are not available with any ROPS. Industries are not performing any test on rigid structure at their own level to certify it as ROPS. Even, Tractor Testing Centers also does not conduct any test for certification of ROPS because of the absence of Government regulation. The aim of this investigation is to identify and locate all factors relevant to the accident scenario and safety features of various machines on Indian farm.
