Manuel handling.-Regulation practices in Denmark and comparable countries

The Danish government has designated musculoskeletal disorders as one of four areas to be specially prioritised in the Danish occupational health and safety effort until the end of 2010.As part of this priority treatment, the Danish Minister for Employment asked for a summary to be drawn up of other states regulatory practice in the area of heavy lifting (manual handling). In Denmark, the regulation of heavy lifting is codified in Executive Order No. 1164 of 16 December 1992 on Manual Handling. This Order implements the European directive 90/269 while also incorporating certain national provisions. The Executive Order on Manual Handling contains general provisions. Administrative practice is set out in a Danish Working Environment Authority (WEA) Guidelines publication on lifting, pushing and pulling, which is intended for use both by companies in their own workplace assessments and also by the authorities in the execution of their function. All the Danish WEA inspectors are trained to be able to give a reaction on behalf of the Authority on matters related to heavy lifting. The guidelines are based on an assessment model with weight limits (see Appendix B). These guidelines are regularly discussed, and in recent years have become the subject of renewed debate in Denmark. In the preliminary work in connection with the new prioritisation, the social partners in the Danish Working Environment Council have expressed a wish for an investigation into whether Denmarks current rules and guidelines for heavy lifting are more restrictive than those of other states. The report “Manuel Handling. Regulation in Denmark and compatible countries. is produced by the Danish WEA and is based on a questionnaire that was sent out to 32 countries. 30 countries replied. These replies can be found in the Annex report and downloaded from http://www.at.dk/sw59532.asp. The replies were used in making this report, which is constructed as a short comparison with main emphasis on the Danish conditions. Apart from looking at legislation, the questionnaire also contained questions about other issues considered relevant to the WEAs work with preventing heavy lifting.
