A Study of WIB ( Work Improvements for Seafarers )
Agreements about IMO labor standards are integrated into the International Labour Organization (ILO) agreement. ILO (International Labour Organization) adopted ILO guidelines on Occupational Safety and Health management systems ( ILO-OSH 2001). WISE (Work Improvements in Small Enterprise) training method which is a participatory action oriented training tool has been developed by the support of ILO, and proposes a model education WIB (Work Improvements on Board) to implement the action-oriented, systematic approach to improving safety on ship. WIB is the program for three hours (It explains the meaning of the independent improvement activity, it explains the selection of a good improvement case, and it explains the usage of the checklist).e researched the effectiveness of WIB with four merchant vessels (two Ro-on Ro-off vessels and two car-ferries). The participant of about 95 percent or more was an opinion with the necessity. The participant of about 95 percent or more was an opinion with the possible. Crew understand the need for improvement easily. All members proposed three problems by using the checklist. Conclusions: The application of this WIB can supplement a present regulation regarding safety and sanitation, and improve the ships working environment based on the results of this study. We propose the use of this system as the safety and health management system of the Ministry of Land, Infrastructure and Transport in Japan.
