Activity, actors and their intentionality in the design of transport-related working systems

When analysing the transport system as a work system our intention is to show that its conception is not just the result of a unique rationality, or even of a unique and exclusive way of management (State or market management), but that there are values and rules, more or less implicit, that intervene in the organization and in the rendering of services. In a context where the car has a predominant place in everyday displacements, the mere postulation of an analysis and an adjustment of the relations between supply and demand of public transport services seem clearly insufficient to reverse the trend. More than highlighting the unbalance of this relationship, our goal is to understand the social relationships that frame it as well as its determinants. In the theoretical framework of activity ergonomics the two case-studies which will be presented allow us to reflect upon the relationship between politics, actors and contexts in the production of a transport system.
