Duncan pointed out that the management of scientists: If people put a word with the management of the most closely linked, then the word is efficiency....... It is the desire for efficiency has led to the birth of modern management thinking. Wilson, founder of administration clearly pointed out: The Chief objective of the study is...... the highest possible efficiency. It can be said that the efficiency of research has been the core issue of school administration. Efficiency is always a product of system and mechanism, not a good management system and operation mechanism, there is no efficiency. Therefore, in order to promote the development of industrial parks, prosperous local economy, from the industrial park management system and operation mechanism, to improve the administrative efficiency of the industrial park will be of great theoretical and practical significance.
