ORGANIZATIONAL LAERNING - A MAJOR SUCCESS FACTOR IN A MEGAINFRASTRUCTURE PROJECT - CASE STUDY: TRANS-ISRAEL HIGHWAY

This article shows how organizational learning played an instrumental role in the successful completion of the Trans-Israel Highway which achieved the valued goal of on time -on budget -on specification. Of the numerous problems dealt with, two major problems critically challenged the success of the project: a draconic design-approval process forced by the State to ensure above-standard quality work beyond the common practice of the day, and a concessionaire (the joint venture group awarded the tender) comprised of separate entities which required overcoming internal conflicts due to the lack of a common organizational background. This paper briefly describes the thinking and solutions implemented in the design-approval process and the landscaping to successfully overcome conflicting interests and to achieve a sustainable and profitable project. Since its implementation, the Trans-Israel Highway has set new benchmarks for assessing infrastructure projects throughout the country.
