Cause Analysis of the Lack of Rural Elementary Educational Resources
The analysis of the cause of the lack of rural basic education resource straightly influences the choice of educational policy. Through the perspective of exchange rights, the paper insist on that the decline of exchange rights for farmers is the fundamental reason for it. The paper will analyze it in political and economical perspectives. The article believe that, in politics, the town and country duel construction for the deputy quota to National Peoples Congress and the weakness of rural interests institution decide on the weakness of educational policy decision and the assignment of educational financial resource. And in economy, the relative backward of rural financial increase and the band of one fee system result in the decline of financial power of enjoying better educational resource and this makes good teachers in rural areas go to cities. So, if we want to resolve the problem of the lack of rural educational resource, we should improve the political and economical rights of rural people.
