Discussion on Scientific Research Management Mechanism for Promoting Scientific and Technical Personnel Innovation in Chinas Universities
The paper analyzes the disadvantages of scientific research management that restricts scientific and technical personnel innovation in Chinas universities, namely insufficiency of functions in scientific research sections, unbalance of resources allocation of scientific research, inefficiency of supervision of scientific research subjects etc. Thereby, based on these disadvantages, the paper tries to construct a new scientific research management mechanism for promoting scientific and technical personnel innovation in Chinas universities. That is, the mechanism of function exertion of scientific research sections, the mechanism of balance of resources allocation of scientific research, the mechanism of supervision of scientific research subjects etc.
