Research on Dilemma and Institutional Reform of Fiscal Support on Education of Children of Migrant Rural Workers
This Article is intended to analyze vicissitudes and existed problems in fiscal support policies on education of children of migrant rural workers and explore thereon the dilemma in fiscal support on education of children of migrant rural workers, and has proposed thereon that the subject of fiscal responsibility on education of children of migrant workers be governments at various levels and holds that it is imperative to strengthen the financial transfer responsibility of superior governments and implement specific subsidy policies; it is imperative to formulate flexible enrollment policies in favor of children of migrant workers and reduce enrollment cost; and it is necessary to create policy environment to promote development of schools for migrant workers children.
