subsidy constitutes an important part of the income of faculties at university and college, and it is the ultimate manifestation of their performance. This article focuses on the difference that exists in the process on subsidy allocation at university and college; moreover, it provides us with some measures to solve this problem. Further, it tries to balance the contradiction of interest between schools, so that the incentive function works
