Paradoz of Enrolment Ezpansion Policy in Colleges & Universities Based on Incremental Decision-Making Model
As a paradigm of decision-making process, incremental decision-making model is usually used for the analysis of policy changes. Higher Education policies in China since 1978 have followed the incrementalism. However, enrolment expansion decision-making process in 1999 forms a paradox with the incremental decision-making model. By analysis on the paradox, we conclude and implicate that (1) in terms of government decision-making process, public policy decision is supposed to be of transparency; (2) in terms of government decision-making mode, incremental theory is of great reference significance to various reforms in Chinas modernization; (3) to complete popularization of higher education by scale expansion of traditional higher education in elite education stage inevitably caused various problems.
