Study on the Performance Evaluation System for Medium-sized and Small Enterprise Clusters
Building a performance evaluation system for the medium-sized and small enterprise clusters is of great importance for appraising the developing level of medium-sized and small enterprise clusters, enhancing the clusters competitiveness and improving its healthy development. After referencing the relevant research results home and abroad, this paper constructs a three-tier performance index system for medium-sized and small enterprise clusters, which is based on the clusters characteristics and followed the principles of scientific rationality, operational, dynamic, and materiality. The system holds the clusters effects as the main theme and has five aspects: input scale, output benefit, competing and cooperating benefit, supporting system benefit, and policy benefit. Using this index system, we can carry out comparative analysis with the target cluster and the standard cluster, find out the problems that exist in the target clusters development and thereby put forward governing suggestions in point for the target cluster.
