Small and Medium-sized Enterprises Position and Their Countermeasures in Payment for Watersheds Services of Jinhua River, China

Payment for watersheds services (PWS) is an important instrument of integrated watershed management (IWM), which can transform fortune and reduce the inequity of environment and development between the upper reach and lower reach. In the process of PWS, stakeholders analysis is a key step. As an important stakeholders, Small and Medium-sized Enterprises (SME) Position and their actions and countermeasures have crucial influences in the implementation and effect of the PWS policy. By the review of national and oversea research and practice of payment for watersheds eco-services, we analyze the benefits, rights, impacts and respond of the SME in the Jinhua River Basin, China. By stakeholder analysis and network analysis, the author summarized SME benefits, rights and participation and its countermeasures in the PWS policy.
