A Statistical Study on the Defects of Scientific Research Projects Selection System

摘要：

This paper probes into the defects of scientific research projects selection system by statistical analysis. The study has shown that although the scientific research projects selec tion system played a very important role in subsidizing the scientific research, this system really isnt fla wless. This study indicates that there are three serious defects in the scientific research projects selection system: the peer reviews lack consis tency; there are stochastic in the selection outcome; the social relationship has influenced the peer review.
