The Analysis of Performance Improvement of E-government Based on Institution Innovation
The E-government performance is hotspot problem in study of the E-government. Institutional economics studies the realistic problems and activities of human. The E-government is practical problem with humanism philosophy. It is feasible to analyze the E-government on the basis of institutional economics. The paper points out that the E-government is especial institution. The informat ion system is dominant E-government, while the management idea is recessive E-government. Furthermore, the electronic governance is advanced dominant E-government. In the form, the transformation between recessive character and dominant character makes the E-government performance improvement. With the development, the E-government becomes the institution, and converts the formal to the informal institution, which is essential reason to optimize performance of Egovernment. It presents that as the informal institution, the E-government has optimization performance.
