Facilitating Inter-organizational Knowledge Flows to Support SMEs’ Innovation

摘要：

How to support Chinese SMEs to be innovative to survive through financial crisis is problem for Chinese government. Based on policy literatures to support SMEs innovation, this article argues that the policies should focus on the systemic problems of SMEs innovation. The systemic problems of SMEs innovation are that the barriers that hinder inter-organizational knowledge flows. Policies should pay more attention to facilitating inter-organizational knowledge flo w to support SMEs innovation
