A Study on the Finance Measures for the Transfer of Rural Surplus Labor Force: Based on the Analysis of Lewis Turning Point
There is still a surplus from the view of the total amount of Chinas rural labor force, but from a structural point of view, there has been an overall shortage, especially the skilled young adults. Therefore, we think China is entering the changing section in the model of the “Lewis turning point. This paper uses the experience of Chinas economic growth to amend and develop the Lewis model of dual economy theory. It takes the model as an analytical framework to analyze the change of stages in Chinas economic development and its effects on the economic growth and the institutional innovation. The recommendations concerning the public finance policy are of practical significance and value to the promotion and protection of the orderly transfer of Chinas rural surplus labor force.
